Given the eminently Dominican character of the movement, the Liberation Army had Enrique Jimenes Moya as commander in chief and Rinaldo Sintjago as 2nd commander, in charge of political affairs. The training was carried out in the Mil Cumbres camp, in Cuba, gathering about 250 expeditionaries. The direction of this camp fell on Commander Dr. José Horacio Rodríguez. The military training was in charge of the Cuban Major Officer Roberto Fajardo. During the camp, its members regrouped in six platoons, commanded by Dominicans and named, respectively, Juan Pablo Duarte, Simón Bolívar, Duvergé, José Martí, Gregorio Luperón and Máximo Gómez.

After two months of training, Jimenes Moya selected the members of the expeditionary forces. On June 13, the first group departed, distributed in two boats that sailed from Nipe Bay, whose members were seen off by Commander Camilo Cienfuegos; the following day, on June 14, the group that would go by plane was seen off by Captain Manuel Rojo del Río, in Manzanillo Bay.
